"Unidad y Soberania" (Unity and Sovereignty) -Council's Motto

The Argentinian Council of Magic (Spanish: Consejo Argentino de Magia) is the main governing body of the magical community of the region known in the Wizarding world as "Rio de la Plata", comprising current Argentina, Paraguay, Uruguay and regions of Chile, Brazil and Bolivia. It uses an Unitary system, whose members are choosed democratically. The Council relies heavily on it's military force, highly developed transport systems and Patriotism to mantain it's unitaristic goverment. Its current President is Valentina Vázquez (First Term: 2005-2015; Second Term: 2015-2025).

History

First Settlers

With the arrival of the europeans, the first wizards and witches from Spain came and begin settling around the XVI Century. The firsts wizards stablished in Buenos Ayres, and with the expansion of the Spaniards, so did the local wizards, still under the control of the Spanish Ministry of Magic. The first group of immigrants were lowborn families of wizards and witches, both catholic spaniards as well as Sunni moorish (expelled by the fall of Granada).

In 1610, the Rio de la Plata Vice-Ministry of Magic was created (as an appendix body to the Spaniard Ministry) to better oversight the Magical items/creatures and wizardkin in the Rio de la Plata basin. One of it's first measures was the founding of a Local School of Magic in 1611. The Vice-Ministry was obviouly dependent on the Iberic Ministry of Magic (nominally dependant on the king), and was centered around the "Real Audiencia" (Royal Audience) of Buenos Aires. This Audience had legislative and executive functions in addition to their judicial ones, and thus represented the Ministry in his role as maker of laws and dispenser of justice, it was however extremely limited as it only dealt with Wizardkin, and in practice it acted mostly as a secretary to the Peninsular Ministry. In 1692, the Statute of Secrecy was ratified by the Vice-ministry.

The Birth of the First Council

By the end of the XVIII Century, tensions had grown between the Spaniards and the Americans (the latter felt excluded from both business as well as political representation), both in the Muggle world as well as the Magical one, tensions escalated in the wizarding Rio de la Plata as the party known as the Americanists began making a stronger presence and evin hostile attacks, leading to the Spaniard Ministry toissuing a threat of banning the use of wands this led to the definite rebellion, commanded by "Don Aitor Pazos, el Sabio" that culminated in the "Secret War of Rio de la Plata" between 1806-1807 between those loyals to the Ministry and those wanting to seceed, the main focal points of the war were in Buenos Ayres and Potosi. Thanks to the Peninsular War in Europe, the brunt of the peninsular fighting force (The Spanish Cuerpo de Aurores) was forcibly redeployed to deal with the local invasion, thus the locals managed to succesfully declare independence from Spain. During the initial stages of the revolution, there were two factions, one proposing the creation of  Magical Rioplatense Ministry under the nominal control of an Incan King, and the other looking to establish a completely new type of government based around the spaniard system of "Consejos" (Councils), the latter won. This led to the creation of a new organization independant of the local goverment (back then still an appendax of the Spanish crown), called the Rio de la Plata Council of Magic, was born, creating it's "Constitucion Magica Nacional" for it. This Council, was comprised of the High Council, and it's Secretaries. The High Council had six councillors, two secretairs and one president, it concentred Legislative and Ejecutive functions, delegating the Judiciary powers to "Supreme Tribunal", formed by 3 Judges. The secretaries were six: War, Roads (Magical transportation), Coin, Laws, Land and Secrecy and each controlled it's particular area. The Council choosed the city of Buenos Ayres as the Capital and stablished an Unitarian system to control the former Vice-Ministry territories.

The Second Magical Independence War

By 1814, the French invasion of Spain had finished and the former Viceroyalty of Rio de la Plata had also seceeded from the Spanish Crown, thus in a "sort-of-coordinated" assault, both the crown and the Spanish Ministry of Magic, launched an assault on the southern America. The peninsular war had caused however much damage to their local infraestructure (and personel), thus both side were evenly. The Second Magical War was mostly fought in the cities of Buenos Ayres and Potosi, with later assaults in the cities of Montevideo, Cordoba and Asuncion. By 1818, the Spanish Nomajis (Muggles), had been defeated and the United Provinces of Rio de la Plata had rise as a new nation, the Spanish Ministry of Magic would however continue launching assaults for many years, looking to retake control while hoping to latter be aided by the spaniard crown. In 1819, the International Confederation of Wizards formally recognized the new american nation, by 1825, an Armistice was signed in Liechtenstein, between the Council and the Spanish Ministry, with the ICW. In 1835, the official peace treaty was signed.

The inner conflicts

The Council would continue to use the "Rio de la Plata" name for over a century as it's political power comprised not only (the by then developing) Argentina, but also, the currents nation of Uruguay, Paraguay and the regions of Rio Grande do Sul, most of current Bolivia and Chile.

During the second half of the XIX Century, separatist movements rose within the regions of Santiago, Atacama, Potosi and San Pedro de Moxos, of these, the one in Potosi was the far more dangerous led by a former GNRP Soldier, the Comandante Roberto Mamani. This led to a period of inestability, ocasional infighting and general dissatisfaction with the Central Goverment. The Paraguayan War exarcerbated this situation and required a great deal of military presence as well as the evacuation of allied Nomajis. This War caused great dissension among the Wizarding Rioplatenses, leading to the increased necessity to separate both societies.

Buenos Ayres managed to win the fight but had to recognize the independence of the Trans-andine regions (under current administration of the Chilean Ministry of Magic), except the northern bits and draw the northern limits in Potosi up to Fuerte Coimbra, granting the northern regions to the recently stablished Bolivian Council of Magic. The rest of the regions remained up to this day within the political control of the Council. To control in a peaceful way the huge nation, three elements were implemented: a strong military force, an advanced network of magic transportation and a strong emphasis in Patriotism.

With the Northern limits established (Potosi as the northernmost city), The political/military expansion of the Nomaj nation of Argentina on the southern frontier, was seized by the Council to expand it's territorial control also. That however led to an "almost" war with the political goverment of the Nomaj Argentina, the signing of the "Secret Treaty of Cordoba" in 1901, put an end to this however, and (not publically of course) recognized the existence (only for the Top commanders of the Nomaj nation) of two coexisting nations: the Argentine Republic and the Argentinian Council of Magic, who changed it's name in accordance to the treaty. In 1892 a legislation was introduced which would require all Argentinian wizards and witches to have a permit allowing them to carry a wand. This was a measure that was intended to keep tabs on all magical activity and identify the perpetrators by their wands, thus making the concealment of magic easier. By the end of the XIX Century, three more regions were created by the Council: Patagonia, Finisterra and Chaco, permanently stablishing the regions' limit until these days. 

In 1887, the Palacio de Aguas Corrientes was built in the Recoleta Neighbourhood as a decorated water deposit tank, while this was presented as a Nomaji way of "Mantaining the wealthy neighbourhood's image", in fact, it's design and secret underfloors were made by the Council that required a proper central palace of goverment, thus the "Palacio Central" was born. 

XX Century and the Isolationist period

With the fall of the Generation of '80, the Nomaj Argentina begun to enter a period of inner inestability due to the heavy immigration, low industrial capabilities, socialist and anarchists reactive groups and repression from the conservative powers. This volatile situation led the Council to strenghten their isolationist policies and separate both societies further. In 1907, the Council organized a national-wide celebration for the first century of it's existence that lasted the whole year and was used as an oportunity to strenghten the National ideary of Rio de la Plata/Greater Argentina into the Wizarding population (specially since witches and wizards were emmigrating to Latin-america along side the Nomajis). After the ending of the "Radical" period, the Military juntas begun a fierce (even if secret) opposition and persecution of the Magical population as well as magical creatures, seeing it as a "internal enemy", the Council stood up to this and a "Cold War" marked by secret operations, spying and sabotage as the main trademarks. This period was also troubled by the Global wizarding war (1930s-1945) that shooked the wizarding community, The Council declared war on Grindewalt and his followers using it's full Auror Division and GNRP to locate and hunt down any and all the followers, during and after the ending of the war.

The arrival of the GOU group in 1943 marked a de-escalation time for both sides as the Council had actually helped them to achieve the power under a "Non-Aggression Pact". This peace would however be short-lived as the Dictator Juan Peron (once secured his position) begun a campaign of spying and re-escalation restarted. Peronism while attempting to coerce wizards into its ranks and secure valuable artifacts/creatures to it's cause, found a fierce opposition in the majority of the Rioplatense population, especially in "Buenos Ayres", this lead to an almost total separation of Wizards and Nomajis in Argentina. With the demise of Peron in 1974, and the successive Military Coup d'états, relation between both goverments remained cold and almost unexistent, secret surveillance and operations continued but both sides operated cautiosly.

With the return of democracy in the region, tensions have de-escalated, but the Council remains reticent to further relationships with the Nomajis and both societies while share many common triats, remain quite separated in terms of ideology.

Modern Times

The Council was responsible for organising the opening ceremonies for the 2014 Quidditch World Cup, set to take place in the Patagonian Desert. The Council decided that a mascot-themed opening would be appropriate, even going so far as to create a magical lake in the middle of the desert to accommodate the Fijian Dukuwaqa. The Council did not anticipate that any other nations would bring aquatic creatures, and thus were surprised when Norway elected to bring a Selma rather than the expected band of performing trolls. Despite an official statement from President Vàsquez that the Council could not claim liability for any violence between the two creatures, the Argentinian Council of Magic received heavy accusations that the ceremony was "foolish and reckless" after the Dukuwaqa and Selma began a fight that escalated into chaos between the various mascots and more than three hundred injuries.

Despite the fiasco with the ceremony itself, the general opinion of the magical community was that the Council handled the transportation well, arranging a record ten thousand Portkeys with little difficulty.

Rio de la Plata Region

The Wizarding region of the world, known as "Rio de la Plata", also known as "Argentina/Greater Argentina" (the later within the modern Argentina), comprises the current nations of Argentina, Paraguay, Uruguay and regions of Chile (Isla Grande), Brazil (half of Rio Grande do Sul) and Bolivia (Half of the territory). While the Former Viceroyalty of Rio de la Plata split into many countries over the years, the Wizarding region remained united under the control of the Council, as this was a centralized Unitarian goverment and there wasn't enough population to challenge their rule. Rio de la Plata limits on the east with the wizarding nations of Chile, northeast with Peru and Northwest with Brazil.

Rio de la Plata uses the old denomination "Buenos Ayres" instead of Buenos Aires, to distinguish from the Nomaj denomination.

The local denomination for the inhabitants is Rioplatense although Argentinians (also a synonim of Rioplatense) is accepted. Usually Argentinian is the most used name internationally as well as in the current nomaji Argentina, in the other territories Rio de la Plata is most used.

As of 2020 the total wizarding population of the Rio de la Pata nation is of 16,755 wizards and witches.

Society

The Rioplatense society is conservative and secretive, putting great importance on the "glorious past" (akin to the rest of the Wizarding World), being far more separeted from the current Latinoamerican Nomajis. The Wizards prefers a modernized "colonial" style, but "modern" nomaji clothes are also used, water repelent charmed boots and clothes are the standart in Argentina. Historically the culture of Rio de la Plata had a strong affluence of post-Visigothic spaniards and Moorish wizards (the latter came expelled by the Reconquista). After the independence, the council became more close to the french and english wizarding communities, while mantaining a semi-stable relationship with the brazilian comunity. The current society of Rio de la Plata is comprised of ethnic criollos (of Spanish and Moorish descendance), immigrant descendants (mostly from eastern europe) an native descendants. Nobility exists in Rio de la Plata but mostly in name as many of the legal priviledge they had, was lost with the proclamation of the Magical National Constitution, nobles however retain their position both in society as well as a strong networking ability to gain better positions in politics. Argentinian Society adheres to a clasist system, but it has become less strict over the years. Becoming a great wizard is the fastest way to achieve social prestige and status, but money comes with working a productive industry. Power however, is only wielded by those in managing offices. House-Elves' presence is common among the noble, though some wealthy families have them as well. 17 years old is considered the majority of age and 75 the retirement age.

"Mago" (Magician) is the masculine common title while "Maga" is the femenine counterpart. "Brujo/a" is used to refer to practicants of dark Magic such as Dark Wizards/Witches. "Hechicero/a" is the honorary title given by Society to those wizards/witches that have achieved true mastery, experience, skill and wisdom over Magic. Naming conventions are based on old colonial/19th century names for purebloods and most mestizos, while regular Nomaji names are expected in Nayanes.

The only hospital in the nation is the Santa Caridad, it's located in Buenos Ayres. Many minor clinics are available in other cities. The main newspaper is "La Gazeta del Rio de la Plata". Law requires that all Rioplatense wizards and witches must have a permit allowing them to carry a wand (First permit only for use during school years and a definitive one after achieving majority of age). The main wandmaker in the nation is "Casa Schusterman" (an old jewish family of Wandmakers originally from germany, the oldest in the Region), followed by "Amézquita Varitas y Herramientas Mágicas" (they sell mostly imported wands, produce very little of their own). Both shops are located in La Calle Roja, Buenos Ayres. Average age expectancy is 120 years for males and 135 years fo females.

Argentinian Wizarding houses usually follow a Roman model with a central well conected to the national Aljibe network. It's a custom to hold a Lararium with the saints and ancestors of the family in the central space or atrium. The Aljibe network, apparition and Portkeys are the main transport networks. Magical Chariots are seen as status symbols prefered by the Noble, but the majority of the people uses Flying carpets and brooms (mostly teens and Quidditch athletes) as means of transportation, magically enchanted cars and motorbikes are also well liked by some wizards. Water pipes, faucets, and toilets are also standard in the wizarding country, as well as Radio and newspapers. Mate is a common breverege shared by the Rioplatenses. Dueling is accepted as a measure to settle rivalries, but only if it follows the strict code dictated by the Council, such as no permanent Hex or curse to be casted and the use Godfathers acting as intermediaries with the Master of Duel in the middle.

Prejudices

Pure-blood (known as "Puros") prejudice against "Nayanes" (Nomaji-born) and "Mestizos" (Half-blood) remains (A well as certain descrimination against "Malunes" ), but has less impact on an State level, since the necesity to expand the wizardin kind in Rio de la Plata grew in the XIX century and more so especially after the separation of both societies. Wizarding-Nomaji relationships are highly regulated, in order for a Wizard to have true "nomaji friends" (and further reveal them it's magical abilities), the wizard must apply for a permit first, same applies for a wedding permit with a nomaji.

The Afro-Umbandan magical tradition is another form of Magic present in Argentina. It is usually frown upon as it's considered Dark Magic based upon pacts with outworldly beings and Blood magic, unlike regular magic. over the last decades however, there's have been an improvement in the Afro-Umbanda's Magic image.

All Lobizon-born (Werewolves) are godfathered by the president and enter service in the GNRP, those converted are allow to service as well. While Lycanthropy still holds a negative stigma, this has lessened greatly thanks to the Council granting the "Lobizones" a posibility of proving themselves and rising in social status through military service. The result is beneficial for many Lycans, specially because of the society known as "La Hermandad de San Cristóbal" a public lodge that only accepts Lobizones working and living in Argentina, they strive to protect and secure the lives of their members.

Prejudice against Giants exist but the new generations have become more acceptant, (they have been granted great patches of land further south). House-elves are common among the riches and Nobles. Goblins are generally frowned upon but less than in previous times.

Education

Every wizard and witch born in the territories controled by the Council is automatically signed up for completing his/her magic learning in the nation's only wizarding school. This school is called the "Escuela Rioplatense de Magia Aitor Pedro Pazos" better populary known as "La Salamanca". They are however allowed to change this and pursue their studies in other wizarding schools, although this signifies the end of the young wizard's potential political/military career in Argentina. Young wizards begin their schooling at age 11 and finalizing at 17 (majority of age). They are allowed to pursue homeschooling under specific circunstances but they are still subjected to the Education Ministry's evaluations. Finalized the seven year course wizards and witches can choose to return to la Salamanca for an additional three to five years course to specialize on a career of their choice.

From age 4 to 11, young wizards (specifically "Puros" and "Mestizos" within the wizanding community) are permited to pursue private education in many subjects, except Magic, this education can be performed by Homeschooling or attending private institutes of varying costs, this is highly encouraged by the Council and every student that does so is evaluated by common tests elaborated by the Ministry of Education.

Culture

The Magic theater of Buenos Ayres is called the Teatro América (America theather). It's located on the cinco esquinas region of the city, from the outside it looks like a Classical building from the area, only wizardkind can see it's true beautiful rococó facade. It has a 26 mts height and a 42 mts diameter, the Auditorium is horseshaped filled with seats and balconies blue in colour, the ceiling is a dome with dancing frescoes that stop and pay attention Whenever music is on. The gran entrance is exquisitely decorated with fine silver, big chandeliers and has moving frescoes, it's called el Salón Plateado (the silver room).

As with any Wizarding society, the past is highly revered and built upon but mantained as what separates and makes them unique from the rest of the wizarding nations, in the Argentinian case, this means a "Post-Colonial" society with a lot of mixed cultures: Visigothic, Moorish, Jewish and Spaniard-like.

Wizarding Communities

A with the rest of the wizarding world, there are towns that contain wizarding populations, typically existing within Nomaji villages in secret. These "communities within a community", exists in several places, the main one is located in the city of Buenos Ayres, it's called "La Calle Roja" (The red street), named after the colour of the red bricks it utilizes, it's located in the old Barrio Sur, current San Telmo. La Calle Roja has an annexed market oval in shape with a tetrapilon in the Center, beneath it lies a grand well connected to the Majan Network, this is the current Main entrance to the red street.

Patriotism

The Council adheres to a quite strict division of Nomaji-Wizarding societies mostly due to the fact it controls political areas that the Nomajis have divided and lost/won over the years, therefore Nomaji nationalism is seen as a potential risk that must be constantly avoided. Potosi, Paraguai, Cisplatina, Finisterra, and Rio Grande regions are constantly oversighted as they might atempt to "independ themselves" or be taken over by the neighboring Magical nations. Thus they have the strongest military and political presence as well as economical benefits. The Council fights back Nomaji's nationalism enforcing (besides it's aforementioned strict societal division) a strict "Rio de la Plata Nationalism" policy centered around the "wizarding nation, it's history and heroes". Thus Rioplatenses tend to be highly patriotic and proud of their nation. August 19th is the National Day, known as "Dia de la Patria", on this day the wizarding nation celebrates in every wizarding town a big party filled with flags, food and music, a national wide parade of the GNRP is also performed, starting in Buenos Ayres and teleporting towards each regional main city during the day, finishing in the region of Chaco (newest region). It is considered a greater honour to work for the State and most argentinian wizards tend to do it as it attains a greater prestige than the private sector.

The national symbols are: The Argentino/Rio de la Plata Flag, the Council`s Emblem, the Argentinian Magical Anthem, and the Council`s Roundel used during the initial revolution as well as every national day.

Another national celebrated days are: "Dia de la Constitucion" (Sept 10th), "Day of the Flag", "Immortality Day of Don Pedro Pazos" (Commemoration of his passing), "Day of the Victory" (end of Second Independence War), "Day of the Wizarding Teachers", "Day of the Heroes of the Nation", "Viernes Santo" (Catholic festivity), "Navidad" (Catholic festivity), "New Year","Eid al-Adha" (Islamic Festivity), "Carnaval" (Catholic festivity) and "Dia de los Difuntos" (Nov 2nd).

Rio de la Plata Noble Houses

Nobles were originally titled by the King and ratified by the Spanish Ministry of Magic, in Rio de la Plata only a few had this priviledge, and such priviledges were severly limited in America, so Nobility in Rio de la Plata was mererly an status title, the majority were cadet branches from Mexico and Alto Peru and a some were Hidalgos. Nobles are refered as Don and Doña to diferentiate themselves from the common people, this title is always used, unless the person possess another title. Nobles while no longer "privileged by law" retain influence and political advantage. Nobles quite often go into politics. There is quite a bit of nobles in the army, many work in the field of law. It's common to see them in great positions, networking is easier in the nobility. While nobility attains the highest status socially speaking, due to lavishing expenses and little provision, most of the noble families are quite less rich than those families devoted to private industries. The collective group of argentinian noble houses are known as the "Sacred Nine Families". Each House is attuned to an specific school of magic and are usually known as experts on that field. Noble Houses are also renown by their Herencia Noble (Noble Heritage), which is a magical item of great power and significance that acts as an Heirloom for a Noble House. Each one has an unique attibute or power. It's use is restricted only to the Paterfamilias and it's heir/heiress. They represent the Noble House's history and legacy. The theft of one of these is considered a great crime and is penalized with death.

Religion

Argentinian Wizards practise all manner of faiths and religions, but mostly Roman Christianity, Sunni Islamism and Judaism. Christmas and Easter are celebrated communally, though the celebrations mainly cover the non-religious portions of the holidays. Witches and wizards can be members of any faith, and there is specifically wizarding religions, though minor cults are known to exist. Many Argentinian wizarding nobles follows a secret ancient religion (Germanic-Roman Paganism).

The most famous and beloved sport practiced in Rio de la Plata is Quidditch. There are 12 teams, mostly amateurish. The Yearly tournament is called the "Torneo Argentino de Quidditch".

There are two political parties in Great Argentina, they are: the Conservative's Party (Spanish: Partido Conservador); known mostly by its acronym, PC) is a conservative, and Christian political party, it's colours are Red and White. It's mainly comprised of local Nobility. Secondly the Social-democratic's Party (Spanish: Partido Social Demócrata; PSD)  which is a social-democratic political party. It's colours are Blue and Gold, comprised mainly by "new-money" wizards. It boils down to pure-blood elitist conservatives vs Social-democrats.

The wizarding currency of Rio de la Plata nation consists of a single coin named the Peso de 8 (commonly named Peso), made out of Silver, with three values: 30, 10 & 1. The only Mint in the nation is located in the Cerro Rico in Potosi. Around 1780 the Spaniards noted the drying of the silver mines, that however was an magical operation carried out by the Spanish Ministry of Magic to gain full control over the Silver. With the Independece the Rio de la Plata Council secured it's possession over Cerro Rico. The only mint in the nation is located in Potosi.

The Council of Magic is the primary job-giver in the Great Argentina region, with a 65% of jobs belonging to the State, the remaining 35% is private work, of which 16% are self-employed and the remaining 19% work for private companies (mostly service industry).

The only bank in Rio de la Plata is The Alfidan Bank, a Muki's managed institution (also employing human wizards and witches) based in Potosi with it's mayor office in Buenos Ayres and secondary ones in Asuncion and Cordoba.

The Wizarding Rio de la Plata nation is governed by the Argentinian Magical Council, which is is based upon the "Contitucion Magica Nacional" (National Magical Constitution) written in 1807. The goverment is a "Unitary Constitutional Republic" in nature. The Central State may create (or abolish) administrative divisions (Regiones). Such units exercise only the powers that the central government chooses to delegate. Although political power may be delegated through devolution to regional or local governments by statute, the central government may abrogate the acts of devolved governments or curtail (or expand) their powers. The primary positions of power within a republic are attained, through democracy, rather than being unalterably occupied. This republic is a representative democracy, vote is casted every 10 years by each adult Argentinian. The overall voting process is oversighted by the Judicial Branch and the GNRP.

The Council's central offices are located under the "Palacio de Aguas Corrientes" in the Recoleta Neighborhood. It's a vast five floor building underground known as the "Palacio Central" (built in 1894 following a Second Empire/Beaux-Arts architectural style). It can be accessed through the Majan network (the mail hall is filled with 20 wall wells) or through a secret entrance (Guarded and Warded) in the basement of the Palacio de Aguas Corrientes. The palace has an oval shaped entrance atrium, big well in the middle, cascade pools in the lateral walls. This oval atrium leads to an ending in roman style: an semicircular pool inside and also semicircular dome flanked by a broken triangular fronton. the other ending of the oval entry room leads to a neoclassic entrance that leads to the first floor of the Central Palace.

The Council's employees are largely unelected, but the President is elected by the "Rioplatenses" (this category includes Argentinians and the wizarding citizens from the neighboring nations under the Council's Administration). Employment with the Council can be obtained directly upon completion of a wizarding education, although different offices require different levels of education and sometimes specific exam qualifications. Both the President and the Council as a whole are seen to be sensitive to wizard public opinion.

Argentinian Republic

The central goverment Republic is divided in three powers, Executive, Legislative and Judicial, prioritizing a system of independence and oversighting between the three powers.

Ejecutive

Comprised by the Presidente del Consejo de Magia, his/hers Prime Minister and Ministers and appointed local Governors. The president lasts 6 years and can only be reelected once (usign a public election system, alongside the local election of Diputados). The president elects his ministers and governors, they can be replaced at any given time. The maximum time either a Governor or Minister can remain in his position is 10 years. the Prime Minister acts as sort of vice-president and works on the daily with the governors. At regional level the executive is represented by the Consejo Nacional, comprised by the appointed Governors, it's administrative officials and the Judges appointed by the Judicial branch. It can oust Judges under a special Grand Jury if the Sorceror Supreme fails to meet his/her duties.

Legislative

Comprised by the Gran Asamblea, an unique chamber (Unicameral system) devoted to create and abolish the national laws. Each diputy lasts 6 years and can only be reelected once. The Grand Chamber chooses two deputies per each Region, that totals 24 deputies in the chamber, every six years one of them is challenged/renewed in public elections. The Grand Assembly can depose the President through a special Impeachment process (includes a Referendum).

Judicial

Comprised by the Tribunal Supremo de Justicia Mágica and the local Judges in each Region. The Tribunal Supremo de Justicia Magica is the high court of wizarding law in Argentina. The three heads of the Tribunal are called the Hechiceros Supremos. A Court Scribe takes notes of the proceedings. It can Judge the Grand Assembly. Each Judge lasts until retires and can be deposed if a Special Grand Jury is appointed by the Ministry of Security and Defense.

Administrative descentralization

The Rio de la Plata practices "Centralism with administrative descentralization" which is an Unitary State politically centralized and administratively descentralized into several "Autonomous Regions".

Regiones Autónomas

The autonomous regions are governed according to the constitution and their own organic laws known as the "Estatuto de Autonomía". Since devolution was intended to be asymmetrical in nature, the scope of competences vary for each community, but all have the same parliamentary structure. The regions hold only administrative functions, and are governed by Consejos Locales (located on a main city), comprised by the appointed Governors, local Judges, administrative offices, state funcionaries and GNRP agents. Autonomous cities: Only Asuncion, Porto Alegre and Potosi hold this rank, the three are as well seats for their Local Council regions. Porto Alegre while an Autonomous city is semi-dependant from the Brazilian Ministry of Magic, and (alongside the Rio Grande region) acts as a buffer/cultural symbiotic place (actually is a political fragile balance).

Presidente del Consejo de Magia

The President is the elected leader of the Council, he or she enjoys a position of great prominence and prestige. The President represents the "Rio de la Plata" magical community in international affairs and sets the tone for the policies of the Council of Magic using it's appointed ministers and local governors. In addition to this, the President of the Magic Council is known to the Nomaj Argentinian President (they are however, usually Obliviated once their term is over), and the two leaders communicate when necessary. The President is both the Head of State and Head of Government of Rio de la Plata and controls the GNRP as well as every ministry. In case the President was removed, died or was unable to complete his/her functions, the Prime Minister assumes the role of "Temporary President" until a new election can be summoned. 

Ministries

The Council has eight Ministries in all, each dealing with different aspects of the local wizarding government. They are all located in the diferent floors of the Palacio Central.

El Ministerio de Seguridad y Defensa

The Ministry of Security and Defense, being the largest and all others more or less answering to it. Acts a combination of police, military and Intelligence assessment (including espionage). It holds also several secretaries dependant of it. The Guardia Nacional del Rio de la Plata is it's unique Militar/Police enforcer. While not an lawfully exclusive obligation most of the members of this ministry belong or were part of the GNRP, to be selected. This Bureau owns three floors and many meters squared for archives.

Born as a Militia of asorted fighters in the revolutionary days, with the establishment of the Rio de la Plata Council of Magic, the GNRP (Rio de la Plata National Guard) was created to act as a Magical Military force to fight the spaniards, and to mantain peace and security within it's borders. As the war ended, the GNRP was reorganized into a Gendarmerie type of force: "a military force with jurisdiction in civil law enforcement". GNRP while an autonomous military police force is also part of the Security and Defense Ministry, as it's members work within the other departments.

The GNRP act as a regular police force, border patrol forces, defending and patrolling the frontiers (if necessary), antiterrorism, VIP escort missions, hostage situations and special military operations in war times (when the GNRP is activated as a conventional Army), specially with it's Auror Division (Elite operatives specialized in high profile combat and spionage missions). Also the GNRP is responsible for key facilities and government building protection and recovery in case of criminal or enemy activities, counter-narcotraffic operations, pacification, smuggling control, and counter-sedition activities under martial law, if fully activated. GNRP as a militarized force uses a Rank system and requires high dicipline to it's wizards and witches. GNRP train it's agents in many capabilities and techniques, but for the active portion of it's force prefers wizards well versed in Combat Magic, Apparition, Animagic abilities and support skills (such as potion making). GNRP teams have at least one wizard specialized in Portkey making. The Blue GNRP military fatigues are the reason the agents are usually called the "Azules" (blues), they are charmed to change it's appearence to look like Nomajis military uniforms on command. Every new agent spends at least a year working as a police officer (though well connected agents may avoid this). Wizarding card games (based on Nomajis' Loba and Truco) are common among the sub-officers, while Wizard chess is among the officers. There's a popular version of this wizarding card game called La Salamanca set (cards are divided in four groups, colored and stylized upon the four Fraternities).

The GNRP has at least one base in each autonomous region; the locations are heavily guarded and warded. As active an police force, GNRP agents enforce laws and obey commands of the local Councils as well as Judges, these orders however can be overturned by senior ranking GNRP officers or the Ministry of Security and Defense. The Council controls and operates only one prision, "La Prision Magica Torre Negra" (Black Tower Magical Prision).

El Departamento de Misterios

The Department of Mysteries is an special section that carries out confidential research regarding particular enigmas (death, time, space, thought, and love) and stores copies of prophecies. Most of its operations are carried out in total secrecy from the general wizard populace. It's members are known as "Inefables" (Unspeakables) as they are prohibited by Vow to speak to anyone outside of their highest clearence about their job. They are dressed in grey coloured robes outsie formal attires. Some theorize that the Inefables are doing more than just "researching hidden arcane knowledge", that they are in fact a sort of top secret Intelligence agency run by spies, but those rumors, if any, are quickly dismissed if only to avoid a visit from them.

El Departamento de Vigilancia Nomaji

The Nomaji Vigilance department is the bureau devoted to oversight the Nomaji's governments relations with Rio de la Plata. This bureau is highly secretive and it's operations are a mystery, how ever there's a strong speculation that this bureau is responsible of the constant economical and social upheaval running through the nomajis nations under the Wizarding Argentinian country, as this would make them unable to disturbe the Council or it's citizens.

The Department of Vigilance is tasked with detecting and dealing with magical contraventions in Rio de la Plata through the use of real-time hex indication maps, in addition to using spells of concealment, protection, and memory charms in order to hide the magical community from the non-magical population.

El Departamento de Control de Accidentes Mágicos y Exmemoriacion

The Department of Control of Magical Accidents and Obliviation is responsible for repairing accidental damage caused by magic. Their primary goal is to mantain the Statute of Secrecy, by obliviating (or Modifying memories) nomajis that had accidentally (or not) saw magic or magical creatures as well as repairing the damages produced by any use of unauthorized magic.

Olvidadores

These wizards, also known as "Obliviators", are specialized in Memory Charms (Exmemoriam/eraser & false memory charms) and damage control, they act as part of GNRP teams on their respective locations, making sure the Statute of Secrecy remains protected. They also have an specialized Task Force devoted to oversight greater obliviation missions on special cases.

El Ministerio de Transporte Mágico

The Ministry of Magical Transportation is responsible for various aspects of magical transportation. Rio de la Plata being an enourmous nation, requires both extremely big Majan Networks and Translador networks as well as other magical transportation systems to sustain itself. Magical carriages (usually pulled by Thestrals) are also heavily used by the most wealthy in Rio de la Plata. This Ministry is second in importance and resources to the Defense ministry only. Almost two floors are devoted to this ministry.

The Ministry of Foreign Relationships and Cults deals with foreign affairs, both political and public, also deals with religious issues. Another important issue it oversights it's the Patriotism policy of the nation. It's also called La Cancillería del Rio de la Plata. This ministry controls the first floor of the Palacio Central.

El Ministerio de Finanzas

The Ministry of Finances is responsible for managing the nation's finances. Basically a single office filled with accountants dealing with the Goblins from the Alfidan Bank.

El Ministerio de Tierras

The Ministry of Lands is responsible for oversighting the nation's land appropiation and building permits. Two offices and hundreds of square meters of archives.

El Ministro de Educación

The Ministry of Education is responsible for the nation's educational level as well as oversighting La Salamanca school. One single office.

El Ministerio de Fauna y Flora Mágica

The Ministry of Magical Fauna and Flora is responsible for studying, regulating, and controlling magical creatures. This Bureau share the floor and archives with the Ministry of Lands.

El Ministerio de Deportes y Juegos Mágicos

Relations are tense as the Chilean Ministry has tried many times (including pleading to the ICW) to gain territory past the Andes range and into Argentinian territory. Controls almost the same territories as the nomaji Chile (excepts the northern region of Atacama and Isla Grande).

Political Nomaji relations

The President keeps in touch with the Nomaj President of Argentina through the help of a portrait in the Casa Rosada Palace. The portrait is fixed to the wall with a Permanent Sticking Charm so no Nomaj will be able to remove it, and the subject of the painting will notify the President of Nomaj of the President of the Magic Council's impending arrivals.

Each new Nomaj President receives a visit from the President of the Magic Council, who informs him or her that the wizarding world exists. He explains that he will contact the Argentinian President only in circumstances in which the events of the wizard world may affect Nomajis. After the ending of the Nomaj president's term, the Council usually obliviates the former Head of State.

The separation is quite notorius, increasing over the the XX century.
